Annual Report of 2006 Activities

The Planning & Zoning Committee started the year with four subdivision proposals within the planning area—Rio
Bonito, DaVinci Mountain Estates, Mingus Panorama & Spring Creek Ranch.  The committee also prepared
comments on Bella Montana (i.e. Verde Santa Fe “North”), but the City of Cottonwood project was later dropped.  
During 2006, the committee reviewed proposals for five ordinance amendments, four use permits, two variances,
one rezoning, and one minor plan amendment.  To improve operations, the committee also hosted a Zoning 101
session in May to gain a better understanding of Yavapai County Ordinance requirements.   

Generally, the committee responds to County requests for comments, often meets with proponents, considers the
proposals in light of the approved Cornville Community Plan, and then prepares comments for Board approval
before they are submitted to Yavapai County.   The committee strives to consider all perspectives and to make
comments in a timely manner.  Committee meeting records are posted at www.greatercornville.org.  Anyone

The P&Z Committee also initiates projects to implement Cornville Community Plan goals and objectives.  In
February, the committee hosted the first annual Cornville Community Association-Yavapai County-Forest Service
Coordination Meeting.  Key topics were Plan goals and objectives that involve National Forest land.  In April, the
committee made a list of potential slogans for “Burma Shave” Signs to deter speeding, for Board approval.  As a
result, Yavapai County has now installed the first set of signs on Cornville Road!  In April, the committee began the
Page Springs Historic Road Nomination process.  The Arizona State Byways Coordinator explained the process; a
work group has formed; historical information is being compiled; a draft nomination letter is under review; and a
petition drive is underway.  In early 2007, the nomination will be submitted to the Yavapai County Board of
Supervisors for their endorsement. Committee members represented the Community Association on two important
regional projects by compiling information and photos for the State Highway 89A Corridor Management Plan
(completed in July) and the Verde Valley Regional Land Use Plan (nearing final approval).
